Phenom II x4 945 + GTX550 ti Bottleneck?

Hi, I need some help here. A friend of mine gave me his old PC so I can play some games with him online, the rig configuration is very simple, a Phenom ii x4 945 3.0Ghz no OC, one PNY GTX 550 ti, 8Gb RAM DDR3 1333, one Seagate Barracuda 500Gb 7200Rpm and a iMicro 450w PSU. So far I've noticed That there's some kind of constant stuttering every 3 to 5 seconds, even on the windows desktop. When I move the mouse it "jumps" from time to time and when I play any game, even the old ones like CS 1.6, it looks awful because the frames jump like crazy every few seconds. My friend said that he used to play bf3 and bf4 on that PC but the problem started after updating to Windows 10 Pro. I booted up Ubuntu Mate from my flash drive and I don't see any stuttering whatsoever, the system run as smooth as silk on linux, but when I return to windows the problem is there again. What can I do to fix this?

Weird. That should definitely be new enough for Win. 10. You can still try manually updating the drivers, even though Windows Update should have done it for you. Check your graphics driver too. If that doesn't work, you can always try a fresh install, or worst case, revert to Windows 7/8.1.
