Will a GPU downgrade improve performance on a CPU bottleneck?

So I have an EVGA GeForce GTX 950 FTW graphics card. It seems pretty decent so far. My processor is an AMD FX-6300. Game Debate tells me it's a "bottleneck". I put in an EVGA GeForce GTX 480 to test it out, which Game Debate says is "worse" than my 950 FTW. But, the 480 was getting BETTER frames, significantly. Is this because the bottleneck between the 950 and FX-6300 are too much or is my 950 defective? Also, should I upgrade my CPU for better frames?

The GTX950 is not causing a CPU bottleneck. The GTX950 *IS* the bottleneck.

Game Debate probably only stated the GTX480 was "worse" because it's a much older card and in terms of today's games, cannot keep up with new components (which per your test is obviously wrong for your specific test).
