So I'm going to buy an i7 5820k second hand from my friend, all I want to know is if a CPUs perfomance could be degraded when it was used deu to a virus or something and if a virus could infect a cpu and the RAM

Unless the virus was of the type that is made to destroy hardware (very rare and highly unlikely) you have nothing to worry about. In any event if it had one of those types it wouldn't work at all. And no it can't keep a virus in it and give it to your new PC.

Buy it, its fine.

If it has had past viruses I would either invest in a new hard drive (1 TB for 70 ish dollars) or use a program to wipe the hard drive. I would recommend Boot and Nuke: http://www.dban.org/. Just look up a tutorial on YouTube on how to use the program. Hope this helps :)

*Facepalm* I didn't realize you were buying only the CPU. But yes go ahead and buy it!
