I just bought a logitech g402 and I noticed a download for updated firmware on logitech's website, is it necessary to update firmware for mice and keyboards?

Solution
Generally there aren't firmware updates for mice and keyboards so typically you don't have to worry.
However, that doesn't mean they don't exist. You should be able to read the details of the firmware to find out what was fixed/changed. You may find that the firmware isn't needed because the update is for some specific scenario that doesn't apply to you OR you may find that it fixes a basic functionality and the firmware update is needed for ALL owners of that mouse.

Read the release notes if there are any and see if the update is something you should be interested in or worried about.

It is the same thing with PC BIOS: unless you run into issues specific to your BIOS version and there is a new version that fixes your issue, then there is little to no point in bothering since updating or not updating won't make any difference to you either way. If the upgrade fails though, the device might get bricked, so the safer recommendation is to not upgrade firmware unless you actually need to.
