good hardware but still low FPS?!?!

So i have a quadcore 4.2 ghz processor and the MSI gtx960 but playing games like counter strike im getting a FPS rate of 40 -60 ? is there anything i can do to atleast boost the rate

Even though your cpu is pretty bad for modern high end games, it should be more than enough for CS GO. Are you running off integrated graphics? Is the HDMI cord plugged into the motherboard? If it is, unplug it and plug it into the graphics card.
