Blinking cursor after BIOS

I was trying to push my machine by trying to OC it to 4ghz. I was feeling rather ballsy having consumed several sodas before doing this. I got my computer to 3.5ghz stable. Tried jumping it to 3.9ghz and it wouldn't boot. So I read some where to trying changing the CPU voltage.. that lead to me messing with other crap. This lead to the blinking cursor.

Changed the IDE to ACHI mode. I have 4 SSDs in my system. They all showed up after BIOS, but the blinking cursor came up. My system will not boot from my USB stick that has win10 on it. Not sure what my next step should be. Try Q Flash? Clear CMOS?

clear CMOS first
If you downloaded the OS in IDE mode then you can't switch to ACHI that should of been switched before loading the operating system.
