M5A97 LE R2.0 and G Skill Ram wont show all 16 GB's

Hi I have a Asus M5A97 LE R2.0 with 4 x 4 GB G Skills

Here are the specs G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 2133 (PC3 17000) Desktop Memory Model F3-17000CL11D-8GBXL // DDR3 2133 (PC3 17000)
• Timing 11-11-11-30
• Cas Latency 11
• Voltage 1.5V – 1.6V

I've tried everything under the sun to get Windows to recognize all 4 sticks for 16 GB. I've installed the chips separately together (I made sure my system was off before installation) I've updated my bios to the most recent version 2601. When I go to windows and settings it says it has 16gb (7.90 GB usable) I've unchecked the max memory slot through msconfig. I've adjusted the settings under the bios for the ram specifics instead of the auto feature. I'm getting the felling its something really stupid and easy, but its just eluding me. Any help would be nice, I have some computer repair experience and can follow instructions well. But for what ever reason I just cant fix this.
 
Solution
Motherboard may be defective , a channel is not working

Check CPU socket pins and installation to make sure it is perfect. If problem persists, get the motherboard replaced.

Let me get this right.

You have looked in the bios of the motherboard and it reports all 16Gb of memory detected and reported via the 4 x 4GB memory sticks populated in the motherboard memory slots.

Yes or or No ?

Both Kits of memory run at the same speed, Latency and timing values, and voltage ratings and each are capable of Xmp memory modes ? And the values are set correctly in the bios of the motherboard also.

Any reference to XMP memory mode enabled in the bios ?
And any option in the bios for memory hole remapping is enabled if it exists as an option in the bios settings.
And the reference to the memory mode is set to Ganged, or dual channel memory mode as detected by the bios.

Well take it in steps so check all of these first biggb45s ok.

Post back the findings after having a snoop in the bios of the motherboard.

And well move on to the next causes as to why windows is showing 16GB of memory fitted but showing only 8GB of free memory for other programs.

Also list the version of windows used verify it is 64 bit.

Here are some photos of the bios settings. I've reset everything to default settings. I did this so I can restart from scratch. There is only 8 gb recognized by the bios and yes I'm using Windows 10 64 bit. I can give you better answers when I get home from work.
