The graphics card that I want to buy is going to be good enough so that I can do the following:
-Livestream at 1080p, with every setting maxed out
-Attempt to play and maybe record newer games at 1440p
The current pc specs of my build are: Pc is not finished being built
i7 6700k
Corsair Rm750i
Ripjaws V 16gb dual
Define S Case

Unless I absolutely need to, I will not buy the 980ti, and I really can't see the 970 doing any good because of the 3.5gb issue. I don't see why I should wait unitl pascal and polaris are released, because those cards will probably be way too much to buy.
Thanks.

Yeah only fijis have the dx12.1 support, however according to amd games wont use dx12.1 and dx12.0 is enough, however yeah I agree that it might prove to be better to have everything. Just if your budget doesn't allow for a Fury(x) then the r9 390x is the second best option right now.
Actually polaris/pascal won't be too much to buy, they will be the same price as cards right now, since cards right now haven't dropped in price even one bit even though they are already 1-2 years old (r9 nano being the only exception). So the 1080 will be the same price as the 980ti, maybe even less, for sure. Anyways I would personally go for the r9 390x, strong GPU, DX12 seems to make it only better, not to mention it is not that expensive and you can xfire it in the future.
