Should I Reformat if I will change my CPU?

I'll be changing first my CPU (from i3-6100 to i7-6700K)

after a few months, I'll be changing my Motherboard (from Gigabyte B150M D3H to Z170A Krait)

Should I reformat or not? if yes then when?

If you change motherboard you will have to reinstall windows to avoid various possible performance and hardware/software compatibility issues.

New windows license is necessary only if your current one is OEM license.
With retail license you can transfer it to another computer (probably will need to contact microsoft to help with license transfer).
