i5 4590, GTX 960 4GB and 8GB ram only running GTA V at 30 fps

I recently upgraded from a GTX 760 to a 960 4gb. I have always had an Issue when running gta V where I can not run it over 30 fps. It is kinda annoying because I have upgraded my computer with a new cpu and gpu and still can't get a decent frame rate when playing GTA V. Would love to know if there is a fix I can do. Otherwise it was kinda a waste of money upgrading :(

It fluctuates from about 25 - 30 but never above. Setting are from high to very high. I have also tried with lower settings but still the same.

As people above me said: "check if your vSync is turned on". vSync limits your FPS to your monitors refresh rate or maybe GTA V's normal vSync is considered a double vSync which will generally limit your FPS to 30(if you refresh rate is 60).

Also you should have provided more info about your PC configuration, that is if vSync isn't the solution.
