ASRock 990FX Extreme6 with FX9650 - X to Boost prevents Windows 10 booting

It's been many years since I built and upgraded PC's (think EIDE, VESA, CRT displays to get an idea of how long), so my son has a gaming rig, not top of the line but pretty decent. I've recently upgrade his processor from an AMD FX8350 to national grid sapping FX9590 and as part of this process I upgraded his motherboard to ASRock Extreme6 990FX. Everything has gone relatively smoothly but I'm experiencing an issue when attempting to get the System to boot into its OC mode (press X at startup).

When I try it Windows 10 refuses to boot, either blue screens or hangs. I think it might be something to do with the PSU perhaps not being man enough to boost the voltages in the CPU, it's a Corsair 600W. Perhaps something VRM related?

Any ideas on what it might be?

System Spec
PSU: Corsair CX600M
Motherboard: ASRock 990FX Extreme6
CPU: FX9590
GPU: MSI GTX970 Twin Frozr
Cooling: Corsair H80i GT Liquid Cooler
Chassis fan: 1 X PSU-powered Fan (this needs upgrading to twin fan set for sure)
RAM: 16GB DDR3 1600
Storage: SSD (on which Windows is Installed) & HDD

Yeah, those "built-in" OC'ing routines don't work so well. Especially when you are using the furnace of a CPU like that one. My Extreme 6 had the same problem with a stock FX-8350.
There's not much OC'ing headroom left with the FX-9650. If you can get any extra at all, it will have to be done manually in BIOS.

I thought as much. So really it would come down to fiddling with the voltages and stuff in the bios? Okay I'm way off being able to even have a clue how to start with all that. I think I'll leave it as it is, the performance is pretty good anyway.
