So it seems to be my FX8350 that's causing lag with my 4gb 960 sli mainly in gta the game i play mostly. Im now trying to decide what i should do. Maybe try to overclock to 4.5Ghz and try to get a little more performance out of it, or maybe upgrade to a 9370 or 9590. I can only go with am3 since i just bought a mobo that supports sli for my 8350. Any suggestions?

Many games, including, I think GTAV depend on a fast master core for performance.
Your FX-8350 has a single thread passmark rating of 1504.
Were you to change out to a FX-9590, the single thread rating would be 1720.
A FX-9590 is essentially a well binned FX-8350 that has a factory overclock to the max, approaching 4.7-5.0.
It requires a very good motherboard.
You would be better off trying to overclock your FX-8350 if you had a good motherboard.
What exactly is your motherboard?
Here is some info on what is good or not:

Few games are going to use more than 2-3 cores.
Do not be mislead if you see all 8 threads showing activity in windows task manager.
That is...

Are you sure the cpu is topping out at 100% when the both gtx 960s arent?
I do not recomend upgrading to fx-9xxx series, but if you want to do it you should first check your motherboard compatibility with those cpus!

Your processor isn't the problem, the game could be coded where it doesn't utilize more than 1 core possibly.... Unfortunately, and I am in the same boat as you, AMD processors such as the FX-8350 which we both own aren't great in some games. A game I play called Mechwarrior Online works well with Intel Processors while my 8350 and my GTX970 i'm doing 40fps... meanwhile people running Intel i5-i7 are running 90+fps.

Check to see if your graphics cards are being utilized at 100%, and I can tell you right now 2x 960 in SLI is not a bottleneck for the 8350. It may just be that game doesn't work well with AMD CPU's, or perhaps the game doesn't utilize SLI so you really aren't using both your cards.

I would hold off on ANY upgrades until later in this year when AMD Zen is released. If AMD does well with it, they should have a processor that competes with Intel's, and also drive the prices down as well.

That is simply windows distributing activity across all available threads.
