Help with speakers (Hz/kHz)

Hey, i was looking for some speakers for my pc and i found this: http://www.philips.com.hk/en/c-p/SPA20_12/notebook-usb-speakers/specifications
For some reason, it says that its frequency is as low as 20hz on "Audio system", but on "Left/Right speaker" it says its actually 75hz, so...is their frequency range 20hz-20khz or 75hz-20khz?
By the way, are there any speakers you guys recommend for around the same price? ($10-$15) If possible a known brand since where i live there aren't many brands available

It says the speakers have a frequency response of 75 Hz - 20 KHz, so I wouldn't expect anything better than that. The rest of the documentation is a bit ambiguous, but I would assume the 20 Hz - 20 KHz is what the system is designed to accept.
Depends on what you mean by good quality. Do you want THX certification, or just something that sounds nice? I personally would opt for headphones in the budget range you mentioned. While not ideal for long periods of time, decent self-powered computer or bookshelf sized speakers aren't going to be cheap if you opt for new. It might be beneficial to look at 2nd hand equipment that hasn't been abused, such as a used amp and nicer speakers that somebody is upgrading from. You can usually get a good setup for under $100 at that point. Something cheap now would allow for time to save up, and time to look around.
