For the GTX 960? Yeah, I'd say so. You need a good quality 400W or better for that card. 350W for the GTX 950.

Yeah, there will be some bottleneck in some games and most online gaming with that 1st gen 2 core/4 thread i-Core CPU. Personally, I'd not let that stop me from getting the card tho, if you want to get the most out of the aging CPU. However, If you drop back to the GTX 950, you can probably get the same performance for slightly less money...
