Computer only boots sometimes

Hey, I recently bought a new computer that I mounted a few weeks ago, and it has started up and been working good but recently it just stopped booting. All that happens now is that the GPU fan starts for 1 sec and then stops, no signal to keyboard and no signal to screen either. Only the CPU fan that keep going until I stop the computer.

Without the GPU, the keyboard's LED turns on at least but with the GPU inserted no signal to keyboard or screen and the mobo doesn't have built-in graphics so I can't try without the GPU. However, the computer has started up and been working perfectly good twice since this happened, but most of the times it just doesn't boot. I have tried reseating all cables several times and after I did it one time, the computer started up for one time, but after rebooting it didn't power up again.

My guess would be that it is an issue with the motherboard or with the PSU, but I couldn't really tell what since it has started twice. :\ And the PSU should definitely be able to handle the computer.

Any help would be appreciated!

Motherboard: ASUS M5A97 LE R2.0
CPU: AMD FX-8350 8 4.0 GHz Black Edition 8MB
RAM: Corsair 32GB (4x8GB) DDR3 CL9 1600MHz VENGEANCE
SSD: OCZ Trion 100 240GB
PSU: Fractal Design Newton R3 1000W
GPU: ASUS GeForce GTX 960 4GB STRIX DC2 OC

as the 960 is a low wattage gpu (170w). try seeing if a friend has a test power supply. if the pc boots with the tests unit every time then it a power supply issue. if not it may be cpu or mb issue. one thing that is may be is failed vrm on the mb. only some 900 chipset mb have over sized vrm for higher end 8000/9000 cpu. even then some of the mb die a short life. when a vrm fails from heat.
