Yes I probably won't build my pc until august. Is it going to come out until then?

If you are building in August then you will be a very happy guy/gal. The new Nvidia GPUs will come out and drop the price on the 970 and 980. Of all components the GPU is buy when the time is right. Prices will change in late summer and you'll get a great deal. You might even end up with a 970.

However, the 960ti was mentioned a long time ago but nothing has come out. I don't have faith that it will. Instead something better will.

Is that becausse of the release of Pascal? A gtx 970 would be great :)

Yes. The new GPUs will drive the old ones price down. The price of a 380x now will get you a 970 in August. Just wait and you'll be super pleased.

Don't be so sure about the price drops. For amd you can expect something like that. But for nvidia usually the price will not going to drop much even after new series comes out. They might cut the price a bit officially when new series comes out but don't expect them to drop for example 970 to $250 mark because nvidia will EOL the card much earlier to prevent the card that still circulating in the market to drop it's price too much.

I'd love for AMD to come out with a game changing GPU...competition is needed. However, I've been disappointed by them for the last couple years. High end mkt is lost to Nvidia, but AMD does have some decent mid range GPUs.

With that said, when an updated product launches the last gen prices drop. This always happens until stock is sold out.
