willa core 2 quad q9500 bottleneck a gtx 750 ti

wanted to know that will my core 2 quad q9500(stock speed 2.83)bottleneck a gtx 750 ti (thinking of gigabyte 2gb version) i have 8 gb ram (ddr2) and same with r7 360(gigabyte) which would be pairing more better with my cpu i just game at 900p

Short answer is yes.
Better answer is it depends a little on the game in question. Some game engines require very little from a PC. Others are quite demanding. The less demanding the game is on the CPU the more cycles the CPU will have to keep the GFX card happy. But ultimately you will want to replace the CPU with something with a bit more horsepower. The q9500 is pretty old, 6 years I think.
A cheap option might be to look for a i5 2500k on the used market. Locally they sell for very cheap. Even at stock speeds this also very old CPU just crushes the q9500 and the 2500k is alot easier to overclock.
