new amd r9 380 really bad performance

Hi! so i really need help. I bought brand new asus strix r9 380 4gb oc and when i installed it, i was like wohoo yeah finally lets play some games max settings high fps this is so awesome!! i launched far cry 4 and i got my heart broken... game stuttering so much i could not even play it and fps jumping from like 5 to 60+. I tried other games: minecraft, fallout 4, gta v. all same thing, stuttering so much. Well i opened gpu tweak and noticed that everything seems acting really weird, gpu usage spiking from 0 to 100, voltage also jumping pretty hard (not sure if normal), memory clock and power target status locked at max. I have read many different ways to fix this but nothing seems to work.
I have already tried: uninstall drivers with DDU and reinstall recent drivers and also tried older drivers, overclock cpu littlebit and downclock gpu littlebit (if bottlenecking), check PCI-E slot and make sure there is no dirt, clean install windows 7 which had little bit of improvement atleast with minecraft but still acting weird and fps dropping (had windows 10 before), also prefer max performance from windows control panel.
Before this gpu i had asus gtx 750 ti and it worked normally, i also tried that card again after this r9 380 problem and still works normally.

So i really have lost faith to my computer and this card, i would be so thankful for the one who has some idea how to fix this.

specs:

Motherboard: Asus m5a97 R2.0
Ram: Kingston HyperX Fury, DDR3 1600MHz 2x4gb
Psu: Cooler Master B600 600w
Cpu: AMD FX-4350

good learning experience, you cant just drop in a good gpu when the rest of the system cant handle it

your cpu is weak, and your power supply is pretty bad


a 380 isnt a max out games card, its a high settings card

Sounds like a CPU bottleneck to me. FX-4350 is more on the lower end of CPUs. You could upgrade CPUs if you wanted go for like a 8350 so you wouldn't have to change any of your other components.

cpu temperature while playing is around 45C and atleast cpu usage is not that high as you can see in the first picture i linked, i have tried to oc it without any kind of results

Edit: i just noticed that my temperature monitor only shows CPU #0 temperature which i guess is not the overall temperature, any idea why cant i see other core temperatures?

Use realtemp or hwmonitor for CPU temps. I assume u installed and drivers not NVIDIA. Try reinstal you gpu monitoring software. Run firestrike and report your scores and issues to manufacturer before you spend money on new CPU and have same thing happen if its a bad card.

well thanks everyone for the answers. i really dont know what to do since im out of money at this moment :/ is there any way i could make sure if my cpu is bottlenecking or just have a bad card or something? and yes i do have amd drivers not nvidia. still cant properly see cpu temperatures.

Your CPU is most certainly bottlenecking your GPU. The changing in GPU usage and stuff are symptoms of it.

Some new information. I added second screen to my pc and then minecraft started to lose fps to around 10-30, also some of the fans on my pc started to spin much faster. once i restarted this pc with the second screen on and whole computer didnt start up! freezed at windows logo showing, removed second screen and then started normally. Also my whole system sometimes kinda like stutters, skype call micro freezing and also youtube (not sure if because i had downloads on). also this happens when i move windows fast http://tinypic.com/view.php?pic=of0vvd&s=9#.VvUlT-J96Uk

Edit: i ran 3dmark and gpu usage went to constant 100% not dropping to 0, cpu usage stayed at something around 30-60%
