So the device is not calibrated.
You have two choices, calibrate it by selecting the right model of steering wheel in project cars.
You will have an option in game menu, click on the square icon with bars on it on the main page of the game.
Click on the controls option
select what version of wheel you have.
The calibrate option is at the bottom under the selected wheel, for the wheel and pedals you wish to use.
And you can choose to treat the wheel and the pedals as one device linked.
Or a separate wheel and pedal mix combination treating each as it own game control device Different wheel and pedals.
If you still have problems in project cars.
And the wheel and pedals are connected to a pc using windows.
Click on start, or the search box.
Type: Game controllers
Click on the search result USB game controllers.
If you have more than one gaming device connected at the same time as the wheel , like a game pad.
By clicking on advanced you can select what controller windows defaults to on system boot up each time.
Hi light the reference to your 920 wheel and pedals, in the main controller detection listing box.
Click on properties tab.
Click on settings tab in the new box or window that opens.
Click on the calibrate tab, and follow the on screen instructions.
Once done click on apply and ok.
Test in Project Cars again.
