i have a 15 dollar budget,and i don't need a silent system,since i will have a loud AC and im used to the noice,and i will use headphones anyways.Ive come across some interesting choices,but i really don't know what to get (im getting a thermaltake core v21,its a small Matx that only comes with 1 intake fan)I would prefer it to have leds,but i don't mind not having leds,these are the fans i've come across with:
