Taskbar, Desktop are Not Responding At All.

I start up my computer as usual but from last two days The Desktop and the taskbar are not responding at all. I am forced to use task manager. When I click anywhere on start up the screen goes blue and again desktop appears but with no icons even on taskbar. I scanned my computer computer but nothing happens. .I really hope someone can help me fast because I need that computer .

Boot in safe mode and then check 'msconfig' ..remove any bs.
Reboot.
If still a problem, reboot to Safe Mode with Network Support and grab "Adwcleaner" and "Malwarebytes"

Also try making a new temporary User profile in Windows and see what that does.

Do you see the power logo on the bottom right? Press on it, hold "Shift", then press restart. Troubleshoot, Advanced, then Boot Options. Then follow on-screen instructions.
