FX-8320 (3.5GHz) stuck at a low clock speed

I recently built a PC with an FX-8320 which is 8 cores and is supposed to be to 3.5GHz, but in both the Windows Task Manager and CPU-Z, even while running stress tests, my CPU won't go above 1.68GHz. I poked around in the BIOS to see if anything was limiting it, but there wasn't anything there. Any suggestions? Note: I've never overclocked or anything like that.

Disabling Cool'n'Quiet didn't help. Also, as a side note, when I'm running the stress test, in the tester itself it says 100% CPU usage but Windows says 48%.

it is motherboard problem, vrm part starts to overheat and it chockes your processor...
mine started to melt, but its still working...
i suggest to you to buy a new motherboard, and not msi becouse their quality of products is really bad...
and btw, ive runned everything on deafult, no oc or something...

Tengo la Pro Gaming Aura 970 y me pasa lo mismo tengo 0.900V y me tira 1.5 Mhz no tengo mucha idea de meterle mano a la BIOS pero hasta he llegado a sacarle la pila y vuelto a colocar y solo me restaura a la normalidad todo, con lo poco que he leído y eh visto he inhabilitado el Cool'n'Quiet y nada la verdad que no se que haces y siento que he gastado dinero en vano :(

A client of mine experienced the same problem, after many hours of research I came to find out that this was indeed a problem with the motherboard overheating the CPU and that way causing the CPU to go in it's C6 state :/
MSI motherboards are very bad quality indeed, I ony buy Asus for that!
