Looking for the best build for gaming out of a budget of $650-700

As title says I am looking for the best gaming rig i can get with that budget. I know It will not be top of the line quality but im hoping to maximize graphics and cpu as much as i can. Please use Newegg.com for prices on everything please and thanks. Here is what I want:
1. I want to be able to play Tes Skyrim on at least Medium/High settings at max of 60 Fps minimum of 45 Fps because this will be the main game I will be using this system for.
2. Be able to load a maybe a few graphics enhancing mods, nothing big i dont expect alot of them off my budget.
3. I need to buy another version of Windows prefer not Windows 10 and has to be 64bit.
4. If you can fit an SSD in there that would be great if not then that is okay.
5. Max and Minimum of 8GB of ram. No more no less. Preferably 1600.
6. Amd or Intel Cpu is just fine as long as the AMD is as close to its Intel version as can be.
7. I would much rather have a Nvidia GPU like the GTX 950 or something but if you can find an Radeon version that is equal to a 950 or 960 that costs much less then im fine with that.

Here is what I dont need:
1. I will not need a hard drive because i will be taking one out of a really bad computer(literally school quality) that has all the files i want on it. and dont have the time to transfer them to a new hard drive.
