GPU fan starting up, then turning off after a few seconds.

This is my first time building a PC, and what I think is the end of all of it, I turn on the computer, everything starts up. I can't get a signal because the graphics card starts up, the fan that is, and the fan dies out after a few seconds. How am I supposed to fix this?

Is it an MSI Twin Frozr card? Those are designed to spin their fans in reverse at start up for a few seconds to clean out dust.

My first guess with the no signal is that you don't have enough power to your video card. What type of power supply do you have?

Also, just make sure all your cables are connected securely, and that your motherboard is all updated with drivers and BIOS.

It is a EVGA GeForce GTX 960.

This comes into another problem I've ran into, I can't get into the bios because there isn't a signal coming from the card. So I can't get to the bios or anything. All the cables are plugged in.

I'm using a APEVIA ATX-CB700W Power Supply.

Sadly, I don't have onboard video, and I don't have any other cables to use with the card.

Could it perhaps be something to do with that I'm using my TV with it?

It should not matter what monitor/tv your using with your card. that would not cause the fan on it to die. sadly I'm agreeing with 17seconds on this one, it sounds like you have a bad card. which is like a computer builders worst nightmare... because going through the whole RMA process is time consuming.
