First computer start-up fails, second time works fine.

Here's my comp.

Case: Cooler Master HAF 912
Motherboard: Asus Z97-a
CPU: Intel core i-5 4590 3.3ghz (3.7 turbo boost)
Ram: 2x4 gb Corsair Vengeance 1600mhz
PSU: Corsair CX430m
Graphics card: Asus Strix gtx950
1 SSD Samsung 250gb + 1TB Seagate
1 Cooler Master D92 CPU cooler
4 Corsair Air Series AF120 Red LED

PcPartPicker says a max of 313w.

Recently I broke my motherboard CPU socket (Asus Maximus Hero VI) so i switched to a Asus Z97-a and got my new CPU (Intel core I5 4590 was a Pentium G3258).

Now First thing I did when I got this CPU was to go in BIOS "EZ Mode" and switch it to Optimal performance (max energy consumption) so I could get my CPU's turbo boost. Since then I have been getting this issue. I push the power button, comp starts for like 1/2 a sec then completely shuts off then another 1/2 sec later I push the power button again and it starts just fine.

The only thing I want to know.. Is this harmful ?

Because I couldn't care less that it takes me 1/2 sec more to start my pc.

I doubt it's harmful, but I don't really know that.
I did see a post with a similar issue, and replacing the CMOS battery fixed it. It seems unlikely that a new motherboard would need a battery replacement, but might be worth a try.
