Please give me some cpu insight

I am buying a PC and I have two candidates. Their specs are pretty much exactly the same except for the processor
Computer A has a 3.8 ghz per second processor it"s AMD and has 4 cores
Computer B has a 3.5 ghz per second processor but its liquid cooled It's an Intel I5 4 cores
I don't know which is better so i am torn on which to buy

Liquid cooling is added expense, extra points of failure, often louder than high-end air, and more to the point, is usually unnecessary. I built and ran multiple custom loops for more than a decade and you'd have to pay me to use a PC with a liquid cooler now.
GHZ is like RPMs for an engine. By itself it tells us nothing. AMD cpus tend to run at pretty high GHZ but get less work done per clock cycle. Then there is the generational issues. Most of the time a newer processor will slightly "faster" (get more work done) than a similar spec older one. Some CPUs have larger or smaller caches (buffer), some have more or fewer COREs (execution units).
