Blocking specific websites for specific ip/mac addresses

We are to propose a lab project on one of our subjects, is there any way I can do the one mentioned in the title? Can I have a specific website blocked for a specific ip address or mac address?

For example my friend and I would be connected to a wifi network, then the admin, connected to the router can make it so that I can't access youtube while my friend can. But I can access facebook and he can't. Stuff like that. thanks guys.

I know of routers with filter such as block WAN IP from this LAN IP, but I have not seen block WAN IP from this MAC, but it doesn't mean they don't exist, I just have not seen enough routers. MACs can be snooped easily.

In an enterprise, your network sign on is managed by a domain controller and such box has a policy attached to your sign on and allowable website for you to go to. This is more industrial-strength.

Yeah figured as much. But no manual includes assigning a website to be blocked for a specific ip/mac address. I don't need exact step by step instructions for my particular router, just the general ones to see where I go from there. wow
 
What more do you want, you already know what you want to do. There are a number of routers that can block web sites by ip and/or mac. The exact syntax to configure it varies a lot and IS in the manuals for the routers that support it.

So you take the magic command that says "BLOCK website X for ip address Y."....there you go you have a generic answer.
