Win7 to 10 Upgrade Pre or Post Migrating to New Build?

I have a system with an i7-3930k and Win7 retail license. I will be building a new i7-6700k and will be reusing the SSD, HDD, graphics card and my Windows license.

Should I do the OS upgrade first, or build the new system first and migrate my settings under Windows 7, then do the OS upgrade?

Thanks for the response. I'll go that route. Follow up question...doesn't the retail license from Windows 7 transfer to Windows 10 allowing me to move the Win 10 license to a new motherboard?
 


No, windows 10 and windows 7 have completely different license agreements. Upon upgrading to windows 10 you are required to sign a new license agreement, which once signed, turns your windows 7 license into a windows 10 license and links it to that motherboard only.
