Monitoring software does not show changes

MoBo: Crosshair V Formula Z
CPU: Vishera fx 8320 Black Edition


I have OC'd the CPU from 3.5 to 4.
I have OC'd the memory to 2400
I have OC'd the NB also.

I followed these guides for pointers:

So my issue arises when I save my settings in my MoBo. I log on and run HWMonitor and Cpu-Z and both show all my CPU's speeds as 1400 and not OC'd. Am I reading something wrong or are my settings really not saving or are both software programs wrong?

I ran Intel Burn Test (IBT) and my speeds and G-flops were slow as if I hadn't OC'd my CPU.
The codes returned in the log were A-okay though.

Please help!

***UPDATE***
I found out that my MOBO has a 'slow mode' switch near the power button. I switched that and am running smoothly now.

I can't see cpuz clearly, but I can make out 40xx in hwmonitor. Looks like you're fine.

The reason for 1.4 while you are idle is a feature to help your computer save power and reduce heat. There's completely no point making the cpu run at its max clock rate 24/7. When you do something cpu intensive, like gaming or stress testing, the pc automatically clocks it up to its max clock rate, which is 4.0GHz.
