PC Will Only Power On After Paperclip Test After Power Outage

After a recent power outage my PC refused to turn on. There was no response from either the on switch or when I bridged the power on terminals on the motherboard. I could tell that the PSU wasn't shot because it was providing power to the GPU (the lights on the GPU were on). On a lark I decided to do a paperclip test to confirm that the PSU would boot up and it did. The weird thing is that when I plugged everything else in after the paperclip test the PC booted up like nothing was wrong. What could the paperclip test have done to fix the issue?
 
Solution
The paper clip test only ensures that your PSU powers up and in doing so you've probably understood that you'll need to apply a load with a fan on one of your connectors. This however doesn't ensure that your PSU isn't faulty it just states that your PSU can provide power. How much power the PSU can deliver isn't determined as you can have a seemingly dead 1000W PSU power a 120mm fan but remain incapacitated in powering a system taxing with 50% load.

This sort of an issue can happen with system's ranging between Windows 7 to Windows 10. Windows 10 being the latest victim to people who swap out connectors for sleeved extensions to find that the system won't power up. Even if you replaced the connections.
