Unable to Post -ASRock Z170 Pro4s and supported G.SKILL DDR4 Memory

Greetings! Thanks in advance for any insight. I am building new rig and and can' post / get mobo "beeps" beyond memory install using the following Memory:
G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 2400 (PC4 19200) Intel Z170 Platform / Intel X99 Platform Desktop Memory Model F4-2400C15D-16GVR
which is apparently supported http://www.asrock.com/mb/Intel/Z170%20Pro4S/index.us.asp?cat=Memory
With just the Intel i5-6600K 6M Skylake Quad 3.5 GHz LGA 1151 / CPU fan connected; and ATX front panel connected and NO memory installed,... I get long "beeps"; which is cool/Good! When I load G.SKILL above, I get no beeps....I've tried the following configs according to Mobo instructions:
a) 1 8GB stick in A2 & 1 8GB stick in B2 (Priority 1)
b) 1 8GB stick in A1 & 1 8GB stick in B1 (Priority 2)
c) 1 8GB stick in A1 & 1 8GB stick in A2 & 1 8GB stick in B1 & 8GB stick in B2 (Priority 3)
I've also changed the pair I am using and still no post/no beeps. (This Mobo doesn't allow single stick; only above configs).

When I remove the memory / restart, I get beeps. I RMA'd the mobo and exact same results w 2nd Z170 Pro4S.
Why doesn't G.SKIL F4-2400C15D-16GVR work? Am I missing something easy? I find it hard to fathom that all 4 sticks are bad.
Any advice appreciated. Guessing next step is to ditch above memory and try new DDR4 sticks (that ASRock site claims "works"?)
