More and more games are CPU demanding, a i3 with a r9 380 is not a great combi, take for example CSGO, if u run it with dual core and some 250$ GPU it won't get u the best performance, as the CPU will bottleneck the gpu quite abit.
Also why a 750 Ti 4gb, get a 950 OC 2g, as that gpu performs better, same price range, and 2gb is more than enough for most games.
That card combined with an i5 and you're good

its fully up to you consider the following
i5 750 ti-> you can play every game FOR NOW on low-medium, but if you upgrade the graphics card alter your cpu wont bottleneck new gpus like a gtx 970 or nvidia pascal. lets take the gtx 970 you will pay 300 dollars in 3 months if you got enough money.
i3 4170+ r9 380-> you can play every game FOR NOW on high-ultra , but your i3 will slightly bottleneck a gtx 970 or future poascal cards, this means if u want to play on ultra that means u got to replace your cpu and gpu in the future.
conclussion: if u make enough money irl and u can upgrade shortly get option 1
if youre a student, you mostly play mobas and you dont mind the gimmicks that u miss on ultra get option 2
