Windows crashes when installing display driver

I just finished assembling my new build:

CPU: Intel Core i3-6100 3.7GHz Dual-Core Processor
Motherboard: ASRock Z170M Pro4S Micro ATX LGA1151 Motherboard
Memory: Team Vulcan 8GB (2 x 4GB) DDR4-3000 Memory
Storage: OCZ TRION 150 240GB 2.5" Solid State Drive
Video Card: Sapphire Radeon R9 380 4GB NITRO Dual-X OC Video Card
Power Supply: EVGA 600B 600W 80+ Bronze Certified ATX Power Supply
Operating System: Microsoft Windows 10 Pro OEM (64-bit)

Everything works fine before I insert the graphics card. When I try to install the drivers for the graphics card (using the provided CD), windows crashes and gives the error message "THREAD_STUCK_IN_DEVICE_DRIVER." After this, I get a black screen on boot up after the screen with the windows logo and spinning circles. Only way to recover is to boot into safe mode and uninstall the video card drivers. I've tried my old GTX 580 in the same slot and it works perfectly fine. Is my new card broken?
