both gpus not being used.

my r9 290s are not reaching 100% under benchmarks nor gaming. the second gpu, oddly enough, is reaching 100% usage, but the primary one varies between 0% and 50% usage and sometimes shortly jumps up to 100%. this behavior is happening in heaven, furmark and just cause 2, which are the only places i've tested this so far. crossfire is enabled for "programs with no associated crossfire profile". Vsync and all other types of fps limiting are disabled to my knowledge.

What is your full system specs? Your GPU will not reach 100% usage then maybe your GPUs are being bottlenecked by the CPU. Check your CPU usage whilst gaming. If it is reaching 100%, then your CPU is the bottleneck. Otherwise, what I'd do is uninstall the AMD drivers using Display Driver Uninstaller and reinstall the latest drivers from AMD again.

cpu usage is low and after reinstalling my drivers the primary card is now at 100% but the secondary card is at 0%
