Need help with upgrading my cpu and mobo on a budget

Current build:
i5-3470 CPU @ 3.20GHz

ASRock Z87 PRO4 LGA 1150

AMD Radeon R9 200 Series 8gb

CORSAIR Hydro Series H50 120mm Quiet Edition Liquid CPU Cooler

EVGA 120-G1-0650-XR 80 PLUS GOLD 650 W

4 x sata devices

I want to upgrade my cpu and mobo to be able to overclock while keeping my current cooler and with and budget of 250$ or if better option to upgrade cooler and stay in price range i can do that too

thanks for the suggestion dex but i dont the the i5 4690k is compatiable with my board.

and my end goal is being able to overclock and get the most use out of the other components i have,
