Trying to decide CPU choices for a Nas/streaming box

Let me start by saying its been more then a few years since I last built a PC 2009 maybe, so I'm in the mist of trying my best at building a NAS/streaming box

I want to host all the media from this box to multiple streaming devices/clients and have all the library's sync’d like maybe plex or kodi. Basically this box will encode/decode the streams (no 4k here fokes just 720/1080p)for each client and on top of this i’m sure I be needing a CPU capable of handling this plus i'll be doing video editing (handbrake)

Not too sure if I actually need freenas or not but it has been suggested to me already I have no experience with Linux but if its a must maybe a VM with freenas

So I'm not exactly sure if I need i3,i5,i7 or Xeon but I want to keep this in perspective its not a gaming PC no video card but I might put a ssd for the main O/S 16gb ram with a raid5 setup using 3x 3tb WD red drives On a matx or mitx motherboard in a Matx case space will be tight but this PC will go in my entertainment cabinet with other devices

Cpu's I will be considering i3 4170 ,i3 4370, i5 4460, i5 4570 trying to keep it under $220 for the CPU would be nice I've also given a few Xeon a look there basically cheaper versions of i7s but no onboard GPU for most of them Xeon e3-1226v3 1150 actually looks good to me I believe they have 4cores/8threads so that would mean hyper threading is on these xeons

Please help me on this decision your help would be appreciated!

I would pick the xeon over the others, since its a NAS you'll keep it running 24/7 or close to it and that is what the xeons are designed for, plus you can take ecc ram sticks to keep it really stable, it will save you on electricity bills overall is a better fit for the desired task.
