MSI 970 GAMING having issues with the FANS ( not about setting them to a lower value I know how to set that to any value)

I'm new to this form but so far find myself always on here when shopping and looking up info. I have a MSI 970 GAMING motherboard with AMD FX 8300 16GB or ram. I'm having fan issues. I have them all set to 100% so CPU, FAN 1 and FAN 2 are all set to 100% manual. When just having one browser open ( I've tried with Firefox, Chrome, internet explorer, Edge and Opera ) I'm on a video chat site displaying my webcam and watching a couple others but im not even chatting on it im playing PS4 or if im chatting on the site it doesn't matter I get some weird reading from Hardware Monitor.

......> so as you can see there the CPU FAN went down to 60% why i have it set to manual the rpms drop on the fan. the temp for TMPIN1 says the min it was at was -68 C ??? really . Dont thing the system fan 1 &2 doesnt mess up the same way they do. I just got tired of seeing that so I have a fan controller set up for my case fans and for my cpu heat sink. the Heat sink i have is a Cryorig H7 i replaced the factory fan with a push pull set of ARCTIC F12 PWM PST 600 - 1,350 RPM / Max. Airflow 74 CFM they throw a lot more air and are not as loud as the stock fan. My case has 5 fans that are 120mm and 1 140mm for the side. the 5 120mm are also the ARCTIC F12 PWM PST 600 - 1,350 RPM / Max. Airflow 74 CFM. The stock fans where super quiet at max speed but didnt throw any air at all. So i have one of my top fans for the case the one not closes to the rear connected to the CPU. I only hooked that up because i thought the system would yell at me for not having a fan hooked up even know there was. With the 2nd Motherboard i got from MSI runs even hotter than new one i got from them. Before i was running about 45 C with full load of what I do. Having windows media play full screen on at big screen TV. and having 3 different browsers open running manycam and multi browsers running about 8 different video chat rooms on it with a my webcam displaying in each of them plus viewing others. If I let this new board control the temp i get up to 60 C the manufacture says for the 8300 the max is 70 C but i dont want it ever near 60 C plus its making my room really hot. Since I have added the fan controller under full load my computer is back around 47 C range. So it seems to me that the board isnt giving the fans 100 percent even though im telling to to run at 100%. The original motherboard did the same thing as this one is doing with the fan controllers but worse. The first one i had shut off all my fans completely i had to open up MSI Command Center as soon as it loaded my fans started all back up.. I've had the readings for TMPIN0 show me 118 C for max range. What is going on here. I want my money back for the board to be honest i would have returned it right away for another board from the store but i sent it off for rebate. If that board did the same thing i would have asked for a refund. Oh check this out since I've been here typing all this up for you on my issues Hardware monitor is showing me some more crazy readings

1| Can you please pass on your full system's specs inclusive of your OS? How have you populated your rams on your motherboard slots?
2| Have you made sure that your BIOS and remaining drivers(namely chipset) are up to date?
3| The issue you've stated has been known to occur when you have a multitude of programs running while temperature monitoring tools are actively running in the background. I've had the same issue when I was running Asus's AI Probe II alongside Prime95+CPU-Z which caused my multiplier and rpm values go all bonkers.

Now Have you been able to replicate the issue with your system on idle?

Yes I have been able to replicate the issue on idle. But I also figured out what the issue was it was with the program called MSI command center. It always happened when I left it running in the back round to view my temp. When I closed the program the issue disappeared. Also I noticed MSI has a new version of the command center. I don't know if it fixed that problem because im just closing the program now. Also because m computer under full load is running at 25C now.
