Can anyone PLEASE HELP w/ Poor performance and I am at a loss!

Hello community, and sorry in advance if this is not the correct topic for this thread.... My mind is mushy right now....

Ok, so for the past few days I have had massive performance drop in gaming and browsing (Chrome) and just doing anything. My games will hang while loading, shudder with MAJOR frame drops, apps take longer to load (Geforce Exp., Office, etc) and I see some odd stuff in the performance monitor. So I did what any experienced gamer/PC person would- I ran anti-virus software (and a lot of them) to see what the hell is causing my issue. Long story shortened a little-

Ran Malwarebytes - Found 24 files- Cleared (have report)
Ran MB Anti-Root Tool - Found many files - Cleared (have report)
Checked drivers (mainly gfx card, but checked all)
Made sure my OS was up-to-date- Ok
Ran Msconfig and ensured all non-microsoft services/programs where not started on boot.
Rebooted
Retested- no change.....
Installed a Chrome extension called One click Chrome cleaner(remove all cookies and internet based blah blah blah)
Ran Windows Memory Checker - All ok, no issues.
Ran Chkdsk on all HDD's and defragged
Insured proper seating and connections to GPU, CPU
Insured proper power going to both/all components - ok
Tested- No change.....
Ran HitMan Pro Virus/Malware/Adware/Ransomware ect.- Found 227 items!?!?! (have report)
rebooted... Improved!! But, still no where it used to be....... NOT even close, but better.

This is where I am stuck. I did and checked everything I knew what to/how to and I cant see anything causing my issue.

Here is what I notice in Performance Monitor-
At idle I see 20% + Ram being used at idle the biggest offender is a file called svchost.exe (localsystemnetworkrestricted) using memory and MsMpEng.exe (this gets several hundred hard faults when loading a game)
Also when I have one Chrome window open I was getting 10+ chrome processes in CPU and Memory usage.

Also, I go into control panel and I see that there is a box saying "New Hardware Detected, rerun Performance Index. So I did and well, I went from 7.8 DOWN to a 2.9!!!
Processor 7.8 Memory 7.8 Graphics 2.8 (was 7.9??)[noted: Desktop performance for Windows Aero] Gaming Graphics 6.3 (was 7.9??) Primary hard disk transfer 7.9...

I am at a total loss and I really don't want to have to reinstall windows and I am praying someone here can give me a few pointers in what to check next before I use this system for target practice. I can forward the reports or post them on pastebin or someplace else. I am also seeing random things in the Event viewer but not really sure what I am looking at. I also have minitoolbox that I can also forward a report that I ran/can run....

So if anyone has any ideas where to point me in I would be so humbled by your amazing knowledge and I would praise you for the genius, kind and most honorable person you are!!

System Info: Windows 7 64bit Home Premium SP1 (up to date), 16 gb ram at 1866 (2 sticks 8gb), 2 GTX 780's, Intel i7 4690k, AsRcok Extreme3 x99 mobo (bios is out of box version), 6 internal HDD's - OS on a Samsung EVO 850 w/ 4 others between 250-500gb ea, intel 750 ssd@ 250gb, WDBE 1TB HDD.

Again thank you for any ideas on where to find the B%$CH that is making me go mad!

Twenty percent RAM usage doesn't sound all that bad and the two processes you noted are OK. Check the CPU and GPU temps while gaming (Alt + Tab out) and see if you might have a throttling issue. Some other things you can try to isolate the problem are to run memtest to check the memory and check the SMART status of your drives. A failing drive can cause similar issues. The lower score for for graphics kind of raises a red flag. It's possible that one of the GPU's or the PSU is failing. Try running the cards individually and see if one performs better than the other. You can also check your PSU voltages while gaming and look for anything out of spec.

You might have delete something that belongs with the gaphic drivers while cleaning with your anti virus software. Try to do a clean uninstalling and clean reinstallation of your graphic card drivers.

Thanks for answering guys.

So far I found an issue, and a major one...... i7 is running @ 99c when NOT under major stress... So much for that closed loop water cooler.....

@Chase- Yeah, I did that too, always make sure I get a fresh install when I have a conflict like this. Thanks for the reminder! Testing the pump/fan now on the cpu. Will update when I find out the results.

Update: So far (as of 10 min ago) I am all set. Somewhere and some how in BIOS my fan settings reverted back to "Standard" operation causing the CPU fan 1&2 to become variable again causing my water pump to burn out and then cause my CPU to maintain a 99c to 101c operating temp @ idle and under load I saw a spike of 110c and then crash..... This is something I know and ENSURED I had the proper settings applied BEFORE I installed the original pump approx 6 months ago.

So, 1 burnt pump has been replaced and now I am functioning again with 32c temps at idle (yet to check under load) and I am happy that I did not melt my i7 in this diagnoses fiasco....... At least I got rid of some pesky Ad/Spy/Malware in the process.

Thank you for the input and BadActor thanks for pointing out something I would have checked last (thinking it was still set to my prior settings).
