Sapphire HD 7950 Not Functioning Correctly

I just built a new pc using the following hardware:

- ASRock H97M Pro4 MoBo
- Sapphire HD 7950 GPU
- 2, 4GB Sticks of Crucial Ballistix Tactical Low Profile RAM
- Intel Core i3-4970 CPU
- EVGA SuperNova 550 GS PSU
- Generic 500GB Toshiba HDD

I put the computer together utilizing my basic but still sufficient knowledge of computer hardware. The windows 10 install went as well as could be expected, but my monitor was still displaying at a very low quality. Display settings were not the issue. System information revealed that only the default display adapter was functioning (which I assume to be on board graphics). I restarted my computer while observing the internals and on startup, the GPU fans started to spin, but then stopped. I made sure the DVI to my monitor and the two 6-pin power cables to my GPU were still connected. Also: I had initially had the monitor hooked up to the DVI port on the GPU, so obviously the monitor was receiving a signal from the GPU without actually registering the device. I tried to enter the CMOS Setup per Windows 10 standards, but nothing appeared on the display.

All of the parts I used are new except for the GPU and my HDD. I got the GPU secondhand from a trusted friend who recently upgraded his graphics card. The card was working when he pulled it out of his machine. The HDD is the same one I had in my previous computer (an entry level prebuilt gaming pc) which I wiped with Darik's Boot and Nuke.

What could be going wrong here, and what (if anything) can I do to fix this?

*facepalm* I really thought I was on top of this. Originally I had planned to use my old HDD without wiping it (It already had most of the drivers I now find myself needing), and it seems I forgot to factor in the graphics drivers when I switched up my plan. I hope this was the issue as it should be an easy fix.
