Earlier before I have hired someone on the internet to create a website for me. Now he has sent me the site, but it's the zip package. It's supposed to be a dynamic site with admin panel

He told me to install and see the website with XAMPP
Does it make sense? What is XAMPP??
I don't have bought a remote server hosting now. I can't test it for real. Can XAMPP help??
