My GPU right now is running at 510 MHz Core clock according to the latest AMD Crimson Drivers. The memory also wants to clock at 750MHz but it let's me select 1500MHz of which I did. I need help to get my GPU Core clock back to normal to get better FPS in games. Please help :) I will provie anything you need to help me just ask :p

Solution
I fixed it myself. And this is how, for anyone else with this issue. Step one, is to go into global overdrive and hit reset in the top right. Then, download MSI Afterburner and also click reset. I found that in most cases, your computer will actually have MSI Afterburner regardless on if you downloaded it on purpose. For some reason, my computer, and maybe yours too, might just have it. Anyways, reset and then reboot. Run something like Furmark and watch your clock rate. Hope it helped...
Try this,
First of all you need to TOTALLY remove all the old drivers. Use this link.
http://www.wagnardmobile.com/DDU/
Note:
Select the respective company(i.e Nvidia or ATI) drivers to be uninstalled.
Use clean and restart option.
And then install the new drivers after rebooting.

With latest drivers and then older drivers and what are your temps?

Before answering I should tell you that I also have an MSI Gaming R9 390. My experiences with Crimson drivers have not been very pleasant. Specifically, my system would freeze when trying to update to the latest versions of Crimson (on Windows 10) (I tried clean install of drivers with DDU, other methods of uninstalling/installing drivers but still my system froze during instalation or a few seconds after installation etc.) I am now running the driver that came with my gpu (15.20). I will update to Crimson once a new whql version comes out after the current 16.3.1.

Tell me your cpu model, PSU model, motherboard model and amount of RAM to see if there could be any issue.
Did you try overclock? Trey reverting to default settings. Maybe you have modified some setting like voltage or power control and thw gpu does not have enough power to run at the usual frequency (it throttles). Try different games and monitor your gpu, cpu, usage, temperature and frequency in-game using MSI Afterburner or other software.
Make sure any components are not overheating (proper ventilated case is needed with such a gpu). Also, while gaming , I don't let the driver control my gpu fan speed but I set it to a value like 70-80% (in MSI Afterburner ) (you can also create a custom fan curve if you like).
The CPU could also be the issue that is why I asked for the model and operating temperature.
Make sure you gpu power cables are seated corectly.
Finally, the gpu worked fine before? Maybe try reverting to the old driver if that is the case.

I don't use MSI Afterburner, but the temps according to both speccy and crimson, is that my GPU is running around 60 to 70 load. (100% load) Probably due to the core clock being set so low.

Cpu is AMD FX 8100 (Stock speed)
PSU is Thermaltake 750W 80+gold certified
Mobo is: 760GM-p34FX
Ram: Some unnamed 8GB DDR3 model at 1600MHz

Never tried overclocking, tried resetting ot default. Didn't tought voltage or power. Temp is locked at 60 to 70 in game unless it's a big game like rust, then maybe 75. Driver is fan speed auto, and doesn't surpass 70% unless I use furmark and stress it. CPU runs at like... 50C 100% load due to my corsair H55 AIO Liquid cooler.

From what I see the temperatures or your hardware compatibility are not a concern. Using DDU you should uninstall your old gpu drivers completely (the computer boots into safe mode and you need to follow the instruction). After that reinstall a previous version of AMD Crimson that worked. You can also try AMD cleanup utility (either separately or a combination of DDU or AMD Cleanup utility just to be sure it is completely uninstalled).
Also, have you checked all cables in the case (unplug and plug back the gpu power cord (of course while the pc and PSU is off) ), you can also try reseatting the gpu. In the worst case scenario the gpu has sth. deffective (altough quite unlikely) and should be returned.
So CPU Usage is what value while gaming? 100%? (If it is 100% that may cause the gpu to throttle). If that is the case, you may have issues with sth. else, not the gpu.

I have 2 of these cards running in crossfire. Your temps are normal. On default settings, the fans on this card don't come on unless it goes over 60 deg. cel. You can set a custom fan curve with MSI Afterburner to get them lower if you are worried. Are those GPU and memory clock numbers (510 and 750) from when it's under load? Try disabling the power saving feature in Crimson to keep them running at the stock 1040 and 1500 speeds.

Where do I do that (The part of disabling power saving) also, do I need to change the Power Limit to +50 like everybody says? Because I tried that and it didn't work. Yes, the 510 and 750 are from load. It's now always at 510 and never goes any higher. ;-;
