black screen with blinking underscore and flashing

Some serious problem started with my pc today. The system boots with one beep shows the motherboard logo and sticks at a black screen with underscore blinking and the screen flashes at regular intervals. At first my psu started a really loud grinding sound and booted with one long beep and then two short beeps but nothing came on display, so I restarted and this problem starts up. The HDD doesn't spin and remains in that state. I am really worried because I have all data and don't want to end up with a dead hdd. Also at bios the system fan rpm shows 0 but temp at 34 deg..
My specs:
Motherboard- Gigabyte H61M-WW
Cpu- Intel i3 3220
HDD- Seagate this is very old like 5 years
Gpu- Amd r7 250 (underclocked for low psu capability)
PSU- Frontech 240w or something like that
Plz help asap coz I don't want to lose my data.

That blinking underscore means that operating system is not found ad that usually means something bad happened to disk.
But as you said, there was a problem with PSU, I would try with better, known to work PSU first. It's pretty marginal at least.

When this happened to me I found that it was because my HDD had 12% fragmentation so this might be the issue for you. It is an easy fix as windows have settings that will defrag it for you!!!
 

That much fragmentation can't make no difference even in normal work let alone stop from booting.
