New Mobo and CPU do not POST

OKay so I am helping my friend put his computer together; he got it all in and set fine while I was gone, however the mobo wont post; no beep, no nothing. Instead when we boot up the fans come on, and the front case lights come on but nothing happens. Nothing on either monitor (I've tried with just the HDMI and with just the VGA).

Here's the specs I've gathered;

CPU: AMD FX 6300,
GPU: ATI Radeon 5770
MOBO: Gigabyte 970A-UD3P (Rev. 2.0)
PSU: Antec 650 W
8GB of Ram and 1 SSD, 2HDD

I did see on the site something about needing to update the bios for the CPU, but it also looked like it was compatible on the list with the bios it should have shipped with so I'm not entirely sure?

We checked and checked all the chords and everything seems to be secure and in the right place as far as I can tell. So I'm not sure what I'm missing. All of the parts worked with his previous mobo and cpu so I doubt they are the issue, but I'd love some recommendations on what to do. Is it not enough power? I used the power calculator and it said he should only need like 500 watts, but I know those could be inaccurate.

Any help would be greatly appreciated!
