Fast Internet, Slow Download Speeds

Hey TH!
I have Verizon Fios and pay for 75 MB/s up and down. their own speed tool and Ookla's speed test both rate me around that value:

but my download speed in all programs I've used, including utorrent (I'm aware torrents are largely effected by seeds, but thought it was still worth mentioning), Chrome, Firefox, Steam, Origin, or Battle.net is always around 10 MB/s. The highest i've ever seen it reach was 16, but this was only for a short while. I always use the server closest to myself, which is in this case Washington D.C. I have found this to be consistent throughout all times of day, no matter the traffic.
Interestingly enough, task manager lists steam as using 85 MB/s of network power, but the download speed listed on the program is 10 MB/s.

These speeds are consistent whether I connect to the router wirelessly or through Ethernet. I ensured that nothing else in the house was being streamed at the time i recorded this data.

So, Tom's Hardware, what gives? Is Fios lying? are the speed tests inaccurate? Is my internet being 'stolen'? Or is it an issue with the download servers? Any help is greatly appreciated!

You are seeing megabit(Mb) and megabytes(MB).

1 megabyte is 8 megabits.

Your speeds are perfectly fine.

9.8 megabytes / sec = 78.4 megabit / sec

To add to this 1 gigabit network cards(that is 1000 megabit) max out at about 125 megabytes / sec. A little less due to network overhead and stuff, but they can get pretty close.

Your speeds are VERY good actually by most standards.
