High ping ingame but low ping in ping test

For the past 5 days i've had a problem with my internet i'd get onto an online game for example League of Legends or CS:GO but my ping is always 200+ and it seems like 90% packet loss how ever when i test my ping i have 0% packet loss. I tested my ping on the League of legends game server it comes out normal just what my ping should be 85-90 ping but when i get into the game to play my ping is 200+ and i experience packet loss even though the ping test is running in the background on CMD with no problem 85-90 ping. Any help is much appreciated.

I'm on windows 8.1
my router is d-link dsl 2730u

The game companies need to stop calling their delay measurement ping I suppose. The vast majority do not actually use ICMP they use some proprietary measurement of data packet delays. It is actually a better number in some ways because it represent the total delay including the client and the server processes. Problem is all kinds of strange things can affect these ingame ping numbers. Although it sound strange try to adjust video settings. Video has nothing at all to do with network delays but it does affect the game itself.

Still it has to be some setting in the game because the ping running in the back ground would see any actual issues with the network or router or most other things. This almost proves it is a game client issue.

I don't think it's a client issue you see this isn't happening only for league of legends, it's the same for any steam games aswell Garry's mod, Cs:go the same problem is happening on each game i think it's safe to assume that Valve and Riot games aren't both having client issues at the same exact time. I just can't seem to figure out if the problem is from my side or my ISP.

Your ping in the background proves you have no network issues. It can not be your router or your ISP or even your nic card. If these were the problem you would see delays and loss in the background ping.

Now if you are sure it is not the game then you don't have a lot of options left. You are left with some unknown issue with your machine and all you really know it is not the network card.

......as thought does your motherboard use killer chipset for the nic. You see all kinds of people complaining about really strange network issues that only affect some but not all traffic.

My motherboard is a Gigabyte G41M-ES2L so no i don't have a Killer NIC

I would still be suspect of something that a game uses that other software does not. I assume you can download games at reasonable rates...high loss would cut your speed a lot.

Mostly this is going to be a video driver but games also put a lot of load on cpu and memory.

I really have no good guesses but it can not be a true network issue or your would see massive issue with the background ping.

If it were a video driver problem what would you suggest i do ? My video driver is up to date i have an AMD Radeon HD 4530 so i can't really figure out what choices i have
