How excatly does VPN work?

Alright, please read, I was playing on a server today that is located in Germany, and some dude asked about how to lower his ping since hes from USA so naturally, his ping is higher since he was playing on the german server, and then this third dude says that he can use VPN to lower his ping, I told him thats not possible but he wouldnt listen, now, is he right or? I dont understand because, lets say that the person who lives in the New York and plays on german server with 150 ping, if that person would use VPN, he would still have 150 ping although, lets say, for example, through VPN he could put even Germany as a new location, but that doesnt matter because hes still physically far away from the server, also it would mean, that I, from Europe, can play some game on a server from South Africa and just use VPN thats located in South Africa and have normal ping like southern africans would instead of 300, 400+ ping since Im from Europe, so my question is, does VPN indeed make you have a lower ping if you set it from a country thats the server from, or it doesnt matter, since youre still physically far away (in this case, the USA guy playing on german server), I just dont know am I saying right or is the other dude saying right, please clarify!

I imagine the game is showing the ping time to his IP address, which it see's as the VPN server and not his actual IP his computer is at.(or it shows his client to the VPN server?) So basically it is showing him false information. The VPN will hide your real IP address which is why some people use it for security and/or hiding.

I don't think the ping protocol is complex enough to negotiate VPN's? might depend where the ping is originating.

So basically the VPN service if it is saying he will have better ping times is lying to him in the sense that while his shown ping time is lower, his actual latency is much higher.

EDIT: Calculagator may also be right, since it can add security to the tunnel, traffic cannot be identified as...

You are correct. VPN makes it appear your connection is on a different LAN, but physically you are just adding a point in between which lengthens the distance your information is traveling and adding latency

EDIT
To add more details, using a VPN means you are connecting to someone's server somewhere using a VPN protocol which both makes it appear you are on their network and can secure your connection. I mean its potentially feasible you somehow get a more efficient path to the game server, but seems highly unlikely as the added latency over the VPN protocol and the extra hops to the VPN server would negate that and make it worse.
Don't have time atm to get more elaborate but someone might describe it in more detail

Thats excatly what I was thinking, but this is the dude's defense (the guy whos telling me that you can get a lower ping through VPN), he told me that when he uses it, his ping is lower (this particular game has a scoreboard and you can see each player's ping there as well), but that only means that the server thinks his connection is coming from Germany as well so naturally his ping is shown as 48 although its 140 when he doesnt use VPN, but in reality, his ping is still 140 or even higher since there is another point that the connection has to pass through?
 
You are right, but is is possible for a VPN to help ping times if a person has a poor ISP.
In theory, an ISP could give gaming traffic a lower priority on their network. Connecting through a VPN makes is much harder for an ISP to identify the type of traffic and could therefore result in a better connection.

EDIT: Calculagator may also be right, since it can add security to the tunnel, traffic cannot be identified as anything but VPN traffic by the ISP, so any throttling/etc imposed to traffic other than VPN would not take effect.
But realize that VPN protocol if it has encryption, increases latency further for encryption and decryption to take place......
