I think the problem lays with cpu bottleneck. GTA V is quite CPU intensive, my previous Q8400 CPU also couldn't handle it. Regardless of the graphical settings, I scored less than 20 fps average with a r9 270. With my I5 2500 I now score 70fps in optimized settings, 40 fps with everything but textures set to the max.

Here are the benchmarks for your APU: http://www.cpubenchmark.net/cpu_lookup.php?cpu=AMD+A8-5600K+APU. You need way more performance than the A8 5600K can deliver as noted above. Check link above and look for CPU or APU options with benchmarks over 5000. A Core i5 2540M Dual core quad thread Benchmarks at 3742 and it is one year older. A step up one generation in Intel core i5 CPU or an AMD FX-6300 Six-Core would make a huge difference and doubling your RAM would help too. But increasing your RAM without changing your CPU/APU would have little impact as the CPU is most likely the bottle neck. You can always look at your CPU/Memory use while running the game I expect your CPU use is high and at 4GB so is the RAM.

LionKing is right about the GPU. The GTX 750 ti is very capable. I have had no problem with GTA V running on a GT620 with 4GB RAM but I have an Intel Core i7 4770 CPU and 32 GB RAM in an Asus Essentio M51AC. I don't have the graphics options set to their max even on my system.

We can help you better if you post the make and model of the computer or better yet the make and model of the motherboard (maybe I missed those earlier in the thread). It is possible that you could upgrade the processor with a higher end AMD CPU that would remove the APU bottleneck from your system and add RAM. But not knowing what your system is or the motherboard, we have limited info on what options are available for your platform. Often motherboards will support a range of CPUs with the same socket style.

I tried EVERYTHING posted on Youtube and forums.. even though my computer meets the minimum requirements .. the game runs with intermittent lag spikes.. or stutter / choppy fps. The only thing that fixed it was when I added 4 more GB of ram. Here's what I have

Win 10
AMD Phenom 2 X4 Phenom 11 3.21 Ghz
4GB DDR 2 ---I borrowed 4 GB of additional ram from by nephew which brought it to 8GB for a test
Raid 0 WD 1TB HDD
GTX 660 Nvidia
