Looking to overclock my fx6300 to 4.4ghz.

Using the Cooler Master Hyper 212 EVO. My current power consumption is 250 watts with a 430 watt power supply. Is it safe to overclock to that extent, or should I go for less?

It will depend on the make and model of the 450W PSU. And what else you have on the +12V rail. Gfx card?
And since you obviously have a method of monitoring your system wattage, you can see how close to the (80%?) efficiency range you are at.
