Installed new CPU very high temps/fluctuation of temps initially

Hello so i just installed a new i7 6700k and it seems i am getting really high temps in windows when i initially boot in and turned on temps were pretty high and alot of programs were not responding however the computer was not frozen. Upon booting up a second time the temps were really high again and fluctuating from the low 20s to the high 50's and even up to 64 degrees is this normal? I am starting to feel abit worried...

A little bit of background on the situation the original cpu i had was a i5 6600k with PRE Applied and the temps were great and i never had this sort of issue. This time i obviously applied my own thermal paste being some noctua NT-H1. I have very little knowledge in computers with basic building abilities however i am 100% certain i applied the thermal paste correctly with a pea shape ammount in the middle and directly applying the cooler (h100i gt)

Sorry for the fairly long read but 1 final thing the current temps have stayed in the low 20s for the last 10 minutes or so.

Shut it down, take off the heatsink and see if the pea spread over all of the contacting surfaces.
Apply another pea without removing existing.
Make sure the heatsink is totally clean. Blow it out. Wash it out. Dirt in there is your enemy.
The new i7 will probably need higher cleaning maintenance.
Is the fan speed changing? Is the fan strong enough?
I do not have the i7 specs but what does your reading of the specs say is the highest operating temp?

I Always hear of this prime 95 program for testing computers but i've never gone around to trying it out i guess i will have to give it a go just abit worrying when you see such high temps when you're simply just in windows not even doing anything.

I've had a look at another thread on this forum and found this temp range for this cpu not sure how accurate it is but none of the intel people corrected them so i am guessing it should be accurate?

80C Hot (100% Load)
75C Warm
70C Warm (Heavy Load)
60C Norm
50C Norm (Medium Load)
40C Norm
30C Cool (Idle)

Also my current ambient temperature is 23 degrees.

noctua NT-H1 so i don't think it's some cheap chinese rubbish (might be not that i am aware of tho)

Will do ive been monitor the last 10 minutes or so and it seems again the temps fluctuated past the 50's and into the 60s for each core when i was simply just browing the internet and have gone back down after a short period back to the low/mid 20's. I read in another thread about i7 6700k's that there is some turbo mode or something that increases temps quiet abit briefly not sure if thats the issue.

You may never run a task yourself that gets the CPU hot but background tasks like auto virus scans or others can eat CPU cycles thus increasing the CPU temperature.
Seems you are in the cool zone BUT do not forget. Clean the heatsink maybe once a year unless your area is especially dusty (rugs, bedding, etc AKA lint) then more often. Heat is your enemy! Heat degrades electronic components!
