So I transferred one of my steam games from one hdd to another, I click install in steam, it says discovering files, and then just starts downloading the whole game. why? This is so annoying, I just want to play my game, gaben!

Solution
I should have added more. I did edit in some data after.

So lets get started.

Do you have multiple steam libraries setup. Since you are using multiple drives I am going to guess you do.

If you want to copy a game from one steam library to another taking the game along from the steamapps folder(default location is c : \ program files (x86) \ Steam \ Steamapps \) will not work because steam also look for a file with an .acf extension when it finds your games.

If you want to avoid having to reinstall, you also have to move this to the other steam library(into the steamapps folder that is created.).

Example image with these ACF files.

Now getting an appid or subid from steam it self. When...
When you move a game from one library to another, you will have to move its ACF file as well.

The ACF file is labeled with the games AppID(SubID sometimes). If you do not know the appID you can get it from the steam website or just google it(honestly it is a very fast way to find out.).

AppIDs change for different versions of a game so TESV Skyrim has a different AppID than the Legendary edition. Take this into consideration when looking for the AppID.

EDIT.
This post may help you.

I have never heard of an app id on steam. Nor do I know how to transfer it.

As long as you bring along that file with your game and place them in the right folder(steamapps/common for most games the ACF stays in steamapps), things should work fine.

You should always close steam before moving data like this.

I hope this helps, but if you already started download it may be too late for this game.

So I wasn't able to find a download for an acf file for the game, and I don't know how to make one. so, I copied an acf file from another game, renamed it and changed the files inside accordingly for the game I want to play, hit install in steam, checking for game files and... It starts downloading. I'm just going to move a backup of the game slowly via flash drive, but thanks anyway.
